Delay and Disruption Analysis

There are many methods available to analyse delay and disruption to a project; the appropriate method and its application are for the expert to decide based on the particular project, reliability and availability of project records, and the issues in dispute. PAI has utilised many forms of delay analysis and disruption analysis in its expert work. Our preferred delay analysis approach is some form of critical path analysis, which allows major work streams to be systematically differentiated from work streams that have flexibility as to when it is performed in order to ascertain what delayed project completion, when and by how much.

Delay and disruption analysis comprises two parts: programming and factual. The programming analysis starts with evaluating contemporaneous programmes and verifying progress data, leading to the validation of inputs for delay analysis. It identifies critical delays and their occurrence and work disrupted. This is done alongside the factual analysis, which breaks down the project into components, compiling and interpreting progress and impediments. This informs the causation analysis of critical delays and disruption from the programming part. Together, they inform the conclusions and the expert opinion.

Disruption differs from delay in that it does not necessarily affect the project completion date but does increase performance costs. This occurs due to decreased productivity, workforce increases, overtime work, and other measures taken to mitigate the event's impact. Cost increases arise from changes to the originally planned method of performance or work sequence caused by events beyond the Contractor's control.

Disruption analysis involves understanding the initial sequences and methods and then identifying changes induced by specific events. Distinct periods where various types of work were disrupted are analysed and the increased time and efforts are quantified for the quantum expert to price accordingly. PAI provides the information the quantum expert needs to convert the incurred delays and disruptions into a monetary value.
